Once the outsourcing program has been defined, it requires minute planning to obtain the desirable results. The design phase of the framework is the stage during which an outsourcer gives a sample set to the vendor, to test the vendor's ability to deliver. It is at the end of this stage that the outsourcer is able to decide which vendor/s the job will be outsourced to. The design stage covers the minute planning that a vendor will have to do for executing the program.
